PAY RANGE

$75,000-95,000/annually

POSITION PURPOSE

The Capital Project Engineer performs engineering work and provides engineering expertise and project management for small and large capital improvement projects such as: coordination with external stakeholders (client and third-parties) and internally with Veolia Operations, Maintenance, Lab and administrative staff. This position ensures oversight of the design and successful construction and commissioning of District capital improvement and repair and replacement projects for five treatment facilities.   

PRIMARY DUTIES / RESPONSIBILITIES

• Lead representative coordinating all CIP activities required of Veolia including design reviews and internal and external construction project team meetings.
• Reviews design reports, plans, and specifications prepared by outside consultants.
• Reviews submittals and RFIs prepared by contractors and in conjunction with the construction management team.
• Possible assistance to client with interviews and selection of construction management team and contractor.
• Prepares routine CIP project reports documenting internal CIP coordination activities and facilitates regularly scheduled update meetings.
• Assists on end of construction project punch list site walks, start up and commissioning.
• Develops and implements SOPs and Process Control Orders for treatment facilities, as needed.
• Reviews and comments on new system and equipment O&M manuals prior to staff training.
• Coordinates with Asset Management for the successful integration of new system equipment into the CMMS.
• Assists with development of training programs, prepares training materials and trains plant personnel in the operation, maintenance and repair of treatment plan processes, equipment and instrumentation.
• Performs other duties as directed.

While performing the duties of this job, the employee is regularly exposed to outside weather conditions.  The noise level in the work environment is usually moderate.  The employee may be exposed to silica, dust, fumes, smoke, gases, greases, oils, electrical energy, solvents and vibrations.  The employee may work on slippery/uneven surfaces, around machinery with moving parts, moving objects/vehicles, and ladder/scaffolding, below ground and may be exposed to water and other liquid materials.

Qualifications

Education / Experience / Background

• Bachelor’s Degree from an accredited college/university in Construction Management or Engineering (Civil, Mechanical, or Chemical) is required. 
• Level I - Zero (0) to five (5) years experience in design and/or construction of water and wastewater treatment facilities, or water utility, or related field.
• Project Management Professional (PMP) is preferred

Knowledge / Skills / Abilities

• Detailed knowledge of the principals, practices and operation of water and/or wastewater treatment processes.
• Knowledge of disinfection, media filtration, reverse osmosis, microfiltration systems, advanced oxidation process and solids handling systems.
• Knowledge of related equipment used in the water and/or wastewater industry. 
• Thorough understanding of chemistry, construction management, hydraulics, budget, planning, operations, water treatment processes and client management.
• Must possess superior organizational skills and the ability to multi-task and prioritize while managing several projects at a time.
• Ability to adapt to and shift priorities, and effectively perform under pressure.
• Ability to communicate with all levels of the organization, and the client as needed verbally and in written format.
• Willing to work additional time to meet project demands or deliverables including non-business hours and weekends.
• Ability to operate and manage manual and computerized information systems.
• Knowledge of MS Office Outlook, Word, Excel, Powerpoint, and Project required.

Required Certification / Licenses / Training

• California Professional Engineering or Fundamentals of Engineering License is desirable. 
• Valid CA Driver’s License required.
