Job Description

Reports to Capital Program Management (CPM) Director providing Construction Project Management for the design, construction, and commissioning of water and wastewater treatment facilities

Responsibilities:

• Leadership of project construction planning and constructability beginning in the early phases of design
• Coordinate studies to determine optimum design to meet project objectives
• Balance schedule, budget, and quality concerns to the benefit of the Client and Construction Manager
• Drive a strong safety focus both in the design of the facility and the execution of the field construction
• Provide oversight and coordination of a large construction management contract
• Coordinate the efforts of multiple design, construction, commissioning and other consultants
• Assure construction administration process is developed and executed in the best interest of the Client and Construction Manager
• Participate in development and reconciliation of capital estimates
• Develop and lead project Quality Assurance Plan to assure zero defect project installation
• Scheduling and coordinating all types of design during the construction process
• Selecting, hiring, and overseeing the work done by the contractors
• Overseeing the selection of trade contractors and general contractors who are ideal for the completion of a project
• Oversee project environmental regulation compliance
• Provide day to day oversight of entire construction project or part of a project
• Overseeing the performance of contractors
• Ensuring that the construction work is completed on schedule
• Monitoring and directing the progress in the construction site
• Overseeing the delivery of materials, construction tools and equipment
• Obtaining the necessary licenses or permits
• Monitoring the compliance with set regulations

Job Requirements

Education and Experience Requirements:
• A HS Diploma or GED is required, with a degree in Engineering, Construction Management, or Project Management as preferred
• 15+ years experience in design and construction of complex capital projects 
• 5+ years experience with large facilities in the Environmental industry, Water / Wastewater Experience preferred
• Proficient with MS Office tools 
• Proficient in project scheduling 
• Background in construction estimating a plus
• Self motivated, highly organized, and team oriented 
• Must be attentive to detail 
• Possess good communication skills 
• Must have good coordination skills 
• Proven experience with construction management

Work Environment Requirements: 
• Spends 75% of time in construction/operations environment and 25% of time in office environment 
• May need to work outside in inclement weather conditions and drive company vehicle to perform duties 
• If assigned to large project, minimal travel; If managing several smaller projects, may travel up to 50% of time 
• Possible Work Hazards: May be exposed to possible operations hazards including dust, fumes, toxic and caustic chemicals, heavy machinery, high pressure, hot or cold work temperatures, slippery surfaces, water and electrical hazards 
• Physical Demands: Amount of time spent – Standing 25%, Sitting 20%, Walking 50% 
• While performing the duties of this job, the employee is regularly required use hands to finger, handle, or feel; reach with hands and arms; and talk or hear 
• The employee is occasionally required to stoop, kneel, or crouch and enter confined spaces 
• May be required to use ladders or stairs 
• Specific vision abilities required by this job include close vision, distance vision, color vision, and ability to adjust focus 
• Must be able to serve rotational 24 hour emergency on-call if required by site 
• Valid Driver’s license and safe driving record 

Training Required: 
• Employee Orientation 
• OSHA 10-Hour Construction Safety Training. Financial / budgeting training. Performance management training 
• Must stay abreast of advancements in technology and systems 
• HAZWOPER (Hazardous Waste Operations and Emergency Response) Level I and II certification if required by site 
• May perform more advanced functions as part of training and development
