Job Description

POSITION PURPOSE

Reporting directly to the VP People Services , this position is responsible for the strategic direction, design, governance and management of all human resources systems, technology and data that includes core HR, payroll, time and attendance, benefits, compensation, onboarding as well as system interfaces, processes and workflow. Develop tools, policies, processes, and communications for “back office” operations by building systems and integrations that maximise efficiency, production and costs.   Partner with Group HRIS to align business and HR strategies to determine appropriate vendor hardware and software with respect to Veolia group HRIS, DB&T and VNA IT guidelines.  Optimize HR/Payroll systems to meet workforce requirements to drive accuracy and insights.   Partner with the Legal team and IT to ensure the integrity of internal database files, data privacy, tables and reports.   Partner with external vendors and internal customers,  including Information Technology and Finance & Accounting, to provide integrated web-based HR programs.  Develop and implement communications around change management for HR systems and tools.

PRIMARY DUTIES / RESPONSIBILITIES

  • Lead projects to build out and manage end-to-end HR/Payroll solutions while simplifying the overall system design for end users including implementation, developing requirements, establishing data governance, obtaining key partner buy-in, building/testing, and preparing and delivering change management.
  • Work with key stakeholders across the organization, including HR COE leaders,  to focus on developing and maintaining substantial analytics to help drive business decisions. Create resources, dashboards, and training for HR/Payroll and Recruiting teams.
  • Work with vendors and internal partners to create short and long-term goals and objectives for system builds, system integrations, operations, processes, data flows, and security.
  • Develop and oversee ongoing planning and program/project management services for core HRIS initiatives. Drive the development of HRIS initiatives to provide management and HR with tools that increase efficiencies and enhance management information reporting. Assess HR functions for efficiencies, expense control, process improvement and outsourcing opportunities.
  • Identify and continually monitor opportunities for automation and reduction of manual processes and partner with teams across the organization on implementation of solutions.
  • Develop risk mitigation and contingency planning strategies. Develop and monitor operational service delivery standards to ensure timely execution and process consistency. Analyze and document key processes to ensure stable business operations, minimize risk and ensure business continuity.
  • Create a culture of transformation and continuous improvement by recommending process improvements based on data and trend analysis, as well as employee and stakeholder feedback
  • Define clear objectives for team members,  provide informal feedback on an ongoing basis and formal feedback in the annual performance evaluation process to identify and develop talent. Exhibit strong management skills to ensure and promote development of the team through coaching, training and leadership.
  •  Participate in cross-functional projects as needed
  • Be the key contact for the Group HRIS Team on HR IT related topics (interfaces/automation/integration with Group platforms).

Qualifications

Education / Experience / Background

  • Experience transforming HR overall systems and tools roadmap, and able to demonstrate strong project leadership skills
  • Experience performing strategic analysis and make specific recommendations
  • Experience in research, leading, managing multiple projects at one time and managing competing priorities. 
  • 10+ years experience working with HR systems (Payroll, HRIS, Dashboards, Time Tracking, Benefits, etc.) and managing people.
  • Experience with ADP, SuccessFactors, Salesforce Case Management, Business Intelligence and visualization tools
  • Experience transforming HR overall systems and tools roadmap, and able to demonstrate strong project leadership skills

  • Strong understanding of HR best practices and processes and up to date understanding of the North American HR regulatory and compliance landscape
  • Knowledge of federal, state and local regulations, as well as legislation and trends that impact HR and Payroll.
  • Familiarity with multi-platform HRIS architecture management.
  • Demonstrates strong leadership skills balanced with a willingness to collaborate and play a 'hands-on' role with key projects, ability to take initiative and anticipate customer needs and issues.
  • Ability to align interests of different groups and reach consensus
  • Ability to communicate verbally and in writing
  • Demonstrated agility to work in an environment that is both cross functional and hierarchical.
