Job Description

Work with developer on transactions targeted by Corporate Business Development; coordinate due diligence, creation of an operating plan and costing, including the production of a post-closing cost model and/or estimates of potential operational savings; and work with Technical Direction Group to ensure all appropriate solutions are considered as part of the development of a bid strategy.
PRIMARY RESPONSIBILITIES / JOB DUTIES
• Request for Proposal (RFP) Review – Perform detailed review of RFPs; identify skill sets needed to develop plans and strategies to address the scope of services requested; select team members from the region, Technical Direction Group (TDG) and elsewhere to support the development of the technical aspects of the proposal; review information/data provided in the RFP package; develop deal-specific due diligence checklists; develop list of additional information/data required to prepare an operating plan with associated pricing for a proposal; begin identifying risks and potential mitigation; actively participate in the Go/No Go process.
• Due Diligence (DD) – Coordinate on-site tours to inspect the facilities and locations encompassed; identify objectives of the DD tours and direct the DD team in meeting objectives; ensure DD team collects and shares the data gathered (e.g. data room material); lead the development of the DD report; work with team to develop questions needed for clarification of the RFP; ensure safety policies/practices are followed during DD tours. Prepare a due diligence report.
• Strategy Development – Work closely with the business developer, TDG and DD team to develop O&M strategies to produce winning proposal; seek alternative solutions, as appropriate, to ensure optimal O&M plans are proposed; lead or assist in the development of process models, maintenance schedules, staffing plans, asset management programs to address all aspects of the RFP’s scope of services, including potential alternative offerings.
• Pricing – Lead development of energy system cost model (including CHP); develop list of commodities and services needed and work with VWNA Procurement staff to obtain competitive unit prices; solicit input from appropriate Veolia divisions (e.g. SourceOne and Regional Operations) to assist in preparation of aggressive OPEX and CAPEX pricing and technologies; work with the financial partners to develop DCF and ensure its accuracy and relevancy to the project, especially regarding startup/transition costs and capital investment (equipment).
• Proposal Development – Work with business developer and proposal manager to prepare documents and forms required per the RFP; manage support team’s input into the technical sections of the proposal; perform detailed review of narratives and pricing form to ensure accuracy and compliance with the RFP.
• Negotiations – As required and requested, assist with contract negotiations especially in the areas of O&M plans, and pricing.
• Presentation – As required and requested, participate in the development and delivery of proposal presentations to the potential clients.

Job Requirements


• First class power engineer desirable.
• Engineering or related degree desirable (e.g. biology; environmental; electrical).
• Fluency in English required, French desirable.
Job Skills/
Characteristics • Adept with MS Excel and Word.
• High degree of knowledge in central utility plant operations practices required, in particular boilers and chillers; experience in distribution network maintenance (steam/cooling) and CHP operations desirable.
• Basic degree of knowledge in water/wastewater treatment and distribution/collection system practices desirable.
• Ability to model cost effective solutions for annual O&M and capital cost estimates for energy systems (including CHP).
• Ability to manage multiple, complex projects simultaneously.
• Excellent communication skills (verbal & written).
• Team leadership skills.
• Strong Excel skills.

Experience/ Knowledge
 • Have experience with the basic models of outsourcing, including O&M outsourcing, design-build , design-build-operate and ESCO.
• Have experience dealing with government officials, particularly at the local level.
• Have a proven ability to lead technical project teams.
• Actual management of energy operations preferred.
WORK ENVIRONMENT
Field work in energy facilities is required during due diligence.
Ability to travel approximately 50% of work time.
