POSITION PURPOSE

The Environmental, Health, Security and Safety  Specialist under limited supervision is responsible for supporting the EHS Manager in planning, collaborating, implementing, and maintaining a variety of site and corporate environmental, health, security, and safety programs to assure the highest degree of workplace safety for employees, as well as compliance with all related regulatory requirements.

  • The Environmental, Health, Security & Safety Specialist will be tasked with: (not an all-inclusive list)
  • Ensure Business Unit implementation and compliance with all EHSS programs, audits and environmental permits.
  • Ensures that site EHSS training programs are conducted, completed, and documented as required.
  • Works with EHS Manager on developing comprehensive EHSS programs based on Veolia standards and programs
  • Facilitates implementation of EHS&S management systems.
  • Provides support and direction for incident management, reporting, investigation including root cause analysis.
  • Assess EHSS impacts of facility changes and work with business team members to manage the EHSS risks.

PRIMARY DUTIES / RESPONSIBILITIES

  • Will support the EHS manager under limited supervision
  • Ensure Business Unit compliance
    • Assist in the development and implementation of business unit EHSS related policies, procedures and programs to assure compliance with all federal, state, local and company-specific regulations & requirements.
    • Ensure that all EHSS regulatory documentation is accurately compiled, contains detailed record keeping information, and is submitted on time to the requesting regulatory agency or corporate office.
    • Stay abreast of applicable standards and regulations and implement changes to address changes to requirements.
    • Coordinate audit schedules and execution (RCMS, Safety, IH/OH, Injury/Illness, Environmental, Security, etc.).
    • Participate in RCA of BU injuries and environmental incidents.
    • Supports development and implements plans, and drives to completion any audit findings from EHSS assessments.
  • Provide EHSS support and information related to training and health programs.
    • Supports management of the Site’s IH/OH program, including working with supporting clinics and third party case management companies as required.
    • Ensure that effective EHSS related training for employees, contractors and visitors is being conducted and documented.
    • Ensuring that regular safety meetings are being conducted as required.
    • Ensuring that new employee & visitor onboarding is being conducted as required.
    • Ensure contractor EHSS program(s) consistent with Veolia requirements.
  • Work with site management to:
    • Identify & initiate EHSS training for the site.
    • Assist in Hazard Identification and Risk Assessment activities.
    • Participate in Job Safety Analysis/Risk Assessments as required.
    • Perform EHSS audits.
    • Ensure the site hazardous materials communications program is maintained.
    • Ensure employees understand EHSS and the regulatory requirements required to maintain a safe work environment.
  • Monitor and report on site EHSS goals and objectives.
  • Driving continuous improvement in EHSS programs and managing the site EHSS systems.
    • Provide strategic leadership on EHSS matters.
    • Oversee performance in EHSS Core Values for operations.
    • Member of on-site team responsible for fostering the behaviors of site personnel to drive Veolia Core Values.
  • Responsible for maintenance of Site EHSS Performance Metrics.
    • Reviewing Site Incidents/Injuries along with conducting analysis of leading and lagging indicators to develop proactive EHSS improvement plans.
    • Leads and/or provides support for EHSS projects.
  • Manage specific EHSS issues and incidents:
  • Participate in accident/incident investigations to identify root-cause and appropriate corrective actions.
  • Provide root cause failure analysis investigation guidance.
  • Leads Injury/Illness managing processes and OSHA recordkeeping.
  • Coordinate with HR on Workers Compensation and Return-to-Work matters.
  • Ensure systems are in place to complete recommendations and effectiveness checks in a timely fashion.
  • Work with business team members to assess EHSS impacts of proposed changes.
  • Participates in process safety startup reviews, job safety analysis, and task risk assessments.
  • Leads and/or provides support for EHSS improvement projects.
  • Liaise with other Veolia EHSS professionals & business units on matters concerning workplace safety, health and environmental issues.
  • May be required to assist and work at the other sites for long term assignments.
  • Champion selected programs.
  • Ensure Emergency Preparedness Procedures and Emergency Response Drills are conducted.
  • Other related duties, as assigned:
    • Establish Routine Operating Rhythms of managing EHSS communications. Weekly Safety Meetings, Status updates, Incident reviews/Safety Stand Downs, etc…
    • Continuing professional training and development and to improve skills and obtain increasingly greater qualifications.

WORK ENVIRONMENT

Work location will be Boise, Idaho and will support other all locations Time will be split between field and office, roughly 60/40. Supporting business needs.

Be able to work for prolonged periods in extremes of hot and cold temperatures and inclement weather conditions. Under certain conditions while working may be required to wear a respirator and/or fall protection equipment.  Required to wear safety equipment and FR clothing where appropriate.  Requires frequent stooping, bending, climbing, reaching and carrying, and infrequent use of hand tools (shovels, brooms, etc..) and moving objects.  Must be able to work from ladders, scaffolds, and high-lifts, and to enter and work in confined spaces.

Typical Monday - Friday, 37.5 hours per week and will be required by site to assist with emergency call outs.

Qualifications

Education / Experience / Background

  • Bachelor of Science degree from an accredited university in Occupational Safety and Health or Environmental Science. Or 2+ years EHS experience in a construction environment
  • ASP/CSP certification preferred
  • Proficiency with sheets, email, slides, and word processing software required
  • Google suite of applications preferred
  • Working knowledge of Safety Management Software applications preferred
  • Material handling and exposure to heavy equipment preferred

Knowledge / Skills / Abilities

  • Autonomy; Ability to work toward goals without close supervision
  • Initiative; Leadership & Ownership for Environmental, Health and Safety culture Supervisory skills are a plus

  • Versatility; Possess excellent interpersonal skills, with demonstrated ability to effectively interact with employees at all levels in an industrial environment;
  • Team player; Direct, coach, train, orient and work effectively with others through influence; Able to reach out to peers for support when unable to address EHS&S questions/issues; Collaborate closely with EHS&S counterparts in the business circuit, and corporate personnel through a variety of networks
  • Time management; ability to juggle multiple projects, deadlines and workload prioritization
  • Working knowledge of federal environmental (EPA), health and safety (OSHA), security (DHS), and state specific regulations
  • Working knowledge of water treatment/collection/distribution work environment and best practices a plus
  • Ability to function in the digital world, using computer, laptop, tablet, scanner/printers, and software to communicate and perform and record work
  • Proficiency with Google Platforms

Required Certification / Licenses / Training

  • Desired certifications include:
    • OSHA Training Institute authorized instructor on OSHA Standards for General Industry
    • CSP (Certified Safety Professional) or ability to acquire CSP designation
    • Certifications issued by AWWA and other recognized industrial safety organizations on topics relevant to conducting specific safety training courses and responding to hazardous materials handling operations and chemical spill/release incidents
    • First-Aid (L3) CPR/AED Certified
