POSITION PURPOSE

The Environmental, Health & Safety Manager is responsible for planning, collaborating, implementing, and maintaining a variety of site and corporate health, safety, environmental and security programs to assure the highest degree of workplace safety for employees, as well as compliance with all related regulatory requirements.

The on-site EHS Manager will be tasked with: (not an all-inclusive list)

  • Working with Site Management in developing comprehensive EH&S programs based on Business & Corporate standards and programs
  • Managing incident/incident reporting,
  • Ensuring that site safety training is conducted and completed as required,
  • Overseeing contractor safety,
  • Ensuring new employee & visitor onboarding is being conducted as required,
  • Ensuring regular safety meetings are being conducted as required
  • Manage site environmental permits, programs, and audits
  • Maintaining all onsite environmental, health, safety, and security audits.

The EHS Manager is expected to continue their professional training and development and to continually improve their skills and obtain increasingly greater qualifications.

PRIMARY DUTIES / RESPONSIBILITIES

  • Adhere to and ensure the site(s) are in compliance with all applicable local, state, and federal regulations and company policies. 
    • Stay abreast of applicable standards and regulations and implement changes to address changes to requirements.
    • Ensure regulatory reporting is complete and accurate (Air, Water, Waste, etc).
  • Provide safety support and information to employees;
  • Work with site management to:
    • Identify safety training needs and develop safety training initiatives;
    • Assist in Hazard Identification and Risk Assessment activities;
    • Participate in the development and updating of Job Safety Analysis/Risk Assessments as required;
    • Perform internal safety audits and be available to participate in Corporate EH&S audits (PSM, Safety, Injury/Illness, Fire, Electrical, Environmental, security, etc.).
    • Participate in site process hazard analysis and incident investigations involving PSM critical equipment.
    • Manage the site SDS system;
    • Promote safety awareness through communication, training, monitoring and reporting of plant safety goals and objectives;
    • Support Emergency Preparedness Procedures and conduct & evaluate Emergency Response Drills at site
    • Coordinate Site Security Program and compliance.
    • Ensure that the required detailed recordkeeping and HS&E related documentation is being completed; along with reporting all EH&S required data;
    • Ensure employees understand EH&S and regulatory requirements required to maintain a safe work environment;
    • Manage IH/OH program, including working with supporting clinics and third party case management companies as required.
  • Manage specific EH&S issues and incidents. 
    • Review and trend Site Incidents/Injuries along with conducting analysis of leading and lagging indicators to develop proactive safety improvement plans. 
    • Coordinate with HR on Workers Compensation and Return-to-Work matters;
    • Participate in incident investigation and prevention efforts,
    • Provide root cause failure analysis support to investigation,
    • Ensure systems are in place to complete recommendations and effectiveness checks in a timely fashion.
  • Other Regional EH&S Responsibilities, as assigned.
    • Provide strategic leadership on EH&S matters. 
      • Oversee performance in EH&S Core Values for operations. 
      • Drive continuous improvement in EH&S programs and manage the site EH&S systems. 
    • Ensure Responsible Care Management Systems are fully functional. 
    • Assess EH&S impacts of proposed process changes, obtain permit modifications, and develop and implement EH&S programs and procedures to address new or changing requirements. 
    • Work with business development efforts by:
      • Evaluating plans, drawings and specifications related from a safety perspective;
      • Participates in process safety startup reviews, job safety analysis, and task risk assessments.
    • Leads and/or provides support for HS&E improvement projects
    • Collaborate closely with EH&S counterparts within the business, other Veolia business units and corporate head office on matters concerning workplace safety, health and environmental issues;
    • May be required to assist and work at the other sites for long term assignments;
    • Champion selected programs

WORK ENVIRONMENT

Spends up to 40% of time traveling supporting business needs

Be able to work for prolonged periods in extremes of hot and cold temperatures and inclement weather conditions. Be able to work around hazardous materials such as sulfuric acid and molten sulfur.  Under certain conditions while working in the plant, may be required to wear a respirator and/or fall protection equipment.  Required to wear safety equipment and FR clothing where appropriate.  Requires frequent stooping, bending, climbing, reaching and carrying, use of hand tools (shovels, brooms, sledgehammers, picks) and moving heavy objects.  Must be able to work from ladders, scaffolds, and high-lifts, and to enter and work in confined spaces.

Typical Monday - Friday, 40 hours per week and will be required by site to assist with emergency call outs.

Occasional travel to the sister plant and Headquarters office may be required.

Qualifications

Education / Experience / Background

  • CSP certification preferred or Bachelor’s degree (minimum), ideally related to workplace environmental, safety or hygiene;
  • 5 to 10 years' experience in a similar position;
  • Proficiency with spreadsheet, email, slides and word processing software required; Google suite of applications preferred.  
  • Previous experience in an industrial setting.
  • Previous experience working with the Trades, maintenance or in construction;
  • Material handling and exposure to heavy equipment will be an asset;
  • Experience working with hazardous materials.

  • A working knowledge of Safety Management Software (Intelex) applications will be an asset;

  • Preferred First-Aid (L3)/CPR/AED Certified;
