PAY RANGE

$110,000 - $125,000/annually

POSITION PURPOSE

Manages workforce to operate, maintain, and modify production facilities in compliance with applicable company policies/procedures, regulations, and laws.  Ensures the continuous supply of potable water from all production facilities in the VWNY Westchester regulated organization including (2) large public water systems and (1) NYS ELAP certified Laboratory.  Provide leadership of the day-to-day activities including assigning, guiding, and managing the work of staff members and contractors.  This position entails professionalism, independent judgement, and the overall ability to work with regulators, external officials as well as managers and staff from other departments in a union environment.

PRIMARY DUTIES / RESPONSIBILITIES

  • Ensure timely ordering and delivery of treatment chemicals as well as laboratory reagents.
  • Provide regular Operational/Technical/Maintenance support and knowledge to the local team.
  • Identify the capital needs of the department – work with SCM to obtain proposals, MSAs, Task Orders – Manage capital projects to ensure deliverables.
  • Ensure that all required training and employee testing for department staff is completed.
  • Assist in data collection for routine annual regulatory reports as well as rate filings.
  • Prepare, review, and approve annual CCRs for (2) public water systems
  • Conduct appropriate performance reviews to drive results and facilitate continuous improvement.
  • Intervene and respond to escalated Water Quality (WQ) customer complaints and follow through to resolution.
  • Monitor (WQ) Team performance to ensure customers’ needs are met - Make WQ process changes to improve customer experience.
  • Track problems, develop, and request modifications for Westchester SCADA systems to maximize opportunities for automation and ensure that operators’ needs are met while getting the best value from integration consultants.
  • Revise and update PWS WQ Monitoring Plan as needed to maintain compliance.
  • Compile, review, and ensure timely submission of all routine compliance reports as well as all DOH Monitoring and Reporting requirements.
  • Ensure Asset Management (AM) system achieves the correct auditable data as needed to demonstrate regulatory compliance for production.
  • Develop and implement production processes for integration and adoption of Infor AM.
  • Train new production employees, exempts and non-exempts, reinforcing safety and environmental expectations.

WORK ENVIRONMENT

Office Location will be 2525 Palmer Ave, New Rochelle, NY, 10801.  Some site visits to other facilities within the Westchester Systems will be required on an as needed basis.  PPE Requirements will vary by assignment and site Conditions.

Qualifications

Education / Experience / Background

  • AS/BS degree in related field or equivalent work experience in the water industry (preferred).
  • 3-5 years of related experience in water utility operations.
  • 3-5 years of supervisory experience in a union environment
  • Demonstrated experience in diagnosing and solving operational problems.

Knowledge / Skills / Abilities

  • Experience with various SCADA instrumentation sensors, levels, pressure, temperature and other instruments and devices typical of PID control loops.
  • Be self-motivated and well versed in projects touching on facilities operation and  commissioning for complex processes.
  • Experience with Infor EAM (preferred).
  • Must have great people and negotiating skills.
  • Great time management and able to work under the pressures of schedule demands.
  • Ability to be resourceful to find solutions to fast paced complex problems.
  • Able to think technically about critical systems and verbalize for a less technical audience.
  • Able to drive project expectations to conclusion.
  • Be financially conscious.
  • Be a role model of composure for direct reports.

Required Certification / Licenses / Training

  • Familiarity with OSHA regulations.
  • Ability to obtain NYS Gr. IIB-GW & D Operator License within 1 yr.
  • Ability to obtain NYS Gr 1B-GW Operator License within 5 yrs.
