About the Winnipeg Sewage Treatment Program
The Winnipeg Sewage Treatment Program (WSTP) is currently handling several large construction contracts, and is preparing a Design Build Construction contract for one of Canada’s largest sewage treatment plant upgrades.
The WSTP team which is composed of City of Winnipeg and Veolia, is looking for a Risk and Contract Claims Manager to reinforce its contract risk management capacity, including construction claims management and support for the Project Team and the City Corporate counsel.
The Risk and Contract Claims Manager will be involved in negotiations, help improve the efficiency in project execution. A key task will be to promptly identify, document, analyze, prioritize and communicate potential risks to the projects. He/She will actively participate in the assessment, mitigation planning, and resolution of claims in close collaboration with City Corporate Counsel and the Project Management Team.

The responsibilities include but are not limited to:
Risk Management
  • Responsible for review of the contract documentation and assessment of potential risks in close alignment with City Corporate Counsel and the Project Management Team.
  • Responsible for integration of the contractual risks in the risk register including development, execution (managed execution) and tracking of risk mitigation measures.
  • Support the development, enhancement, and administration of the WSTP claims avoidance program.
  • Communicate to stakeholders on contractual deviations and consequences, major risks and claims.

Contract Administration
  • Draw-up risk and change management strategies for the projects in correlation with the project requirements and WSTP and City processes.
  • Develop and maintain close contractual relationships with City and Contractors.
  • Draft contractual notices of impact of any element that may affect the scope, time or cost of a project.
  • Responsible for reviewing contractual correspondence to ensure that communication is not generating risks for the Program and is aligned with the contractual strategies.
  • In coordination with the Project Management Team, prepare change orders and variations, with necessary substantiation, in a manner to ensure minimization of risk.
  • Work closely with Project Managers, corporate and City Corporate Counsel and external legal support to ensure cost-effective and appropriate litigation management strategies.
  • Prepare/coordinate the preparation of claim settlement strategies and packages.
  • Participate in mediation and arbitration processes.

Project Management Support
  • Assist Project Managers in managing risk expenditures to budget / plan.
  • Provide advice and oversight of claim disposition and avoidance strategies.
  • Maintain accurate records of all contractual deviations and consequences and advises Project Management.
  • Support the Project Managers in negotiating compensations with respect to changes.
  • Represent the Client during the claim process.


Job Requirements

  • Bachelor’s or Master’s degree or professional certificate in engineering, construction management or law.
  • Minimum of  ten (10 years of construction management or contract administration experience.
  • Minimum of five (5) years construction claims management experience.
  • Excellent understanding of municipal contracting and contract claims administration procedures.
  • Must have Canadian-based contract management experience on behalf of industrial and/or municipal clients.
  • A demonstrated working knowledge in risk analysis software.
  • Desired:
    • Experience with the construction of major wastewater treatment projects in Canada.
    • Recognized certification in contract management or construction risk management.
    • Technical understanding of the wastewater or water treatment industry.

  • Excellent time management skills, attention to detail and analytical skills.
  • Excellent organizational and presentation skills and ability to facilitate risk workshops.
  • Ability to work well under pressure.
  • Polished and professional written and verbal communication skills.
  • Ability to negotiate, push and defend consensus decisions.
