Position Purpose:
The Planning Specialist is responsible for developing daily & weekly / monthly job plans and to improve work force productivity and quality by anticipating and eliminating potential delays. Accomplished through planning and coordination of all available resources including manpower, materials and equipment. He/she will be responsible for planning and coordinating all aspects of such work to be performed for SWNJ and the NJ Division. The planner’s primary role is not involved with unscheduled emergency work but will assist as need be. The additional responsibilities include the oversite of the systems maintenance claims process, and Mark out compliance reporting.
Primary Duties/responsibilities:
- Responsible for planning and scheduling of work activities with estimated cost of 20 million and a work force of 100.
- Knows aspects of jobs within Construction / Distribution and Operations well enough to be able to describe what is to be accomplished and can estimate required man-hours and resources to be allocated.
- Strong field presence to evaluate upcoming jobsites for special planning needs and evaluate planned job scheduling efficiencies
- Is responsible for long-range as well as short-range planning. Long-range planning involves the regular analysis of backlog relative to available resources.

- Daily schedule adjustment.
- Scheduling of distribution inspectors and valve truck leaders on daily assignments.
- Responsible for overseeing the preparation of reports for any construction work orders and for preparation of pavement restoration notifications to each town and associated pavement restoration subcontractor for all openings made within our service territory.
- Updates and maintains claims tracking manual for any claims pertaining to SWNJ.
- Part of the emergency supervisor coverage team which ensures proper policy and procedures are followed in the event of an afterhours incident.
- Evaluate scope changes, cost trends, additional work orders and other elements.
- Review departmental work schedule with supervisory staff.
- Participates in the development of timetables and schedules for special projects.
- Organize workload to comply with deadlines and priorities, work independently to complete routine department functions and prepare and handle confidential correspondence and reports for review by Management.
- Ability to prepare written technical reports and interact effectively and diplomatically with management and/or bargaining unit employees as well as consultants, municipal officials, customers, contractors, and the general public.
- Review with department supervisors the next week’s work schedule to obtain agreement for compliance.
- Weekly review of performance indicators (KPI) as they relate to schedule compliance, staff utilization, efficiencies, overtime, backlog and non-value added time.
- The Incumbent is required to maintain Key Performance Indicators (KPIs) to be reported weekly to department manager and Sr. Director.
- No direct supervisory responsibilities.
Qualifications
Education/Experience/Background:
- Bachelor’s degree in business administration or related field is preferred or equivalent work experience.
- Minimum of 3-5 years related work in operations planning is required.
- Previous supervisory experience preferred
Knowledge/Skills/Abilities:
- Familiarity with Infor EAM maintenance management system is preferred. Substitute experience working with asset management systems will be acceptable.
- Strong knowledge of operations and maintenance within a water distribution system.
- Requires superior interpersonal and communication skills and the ability to develop and maintain good working relationships internally (management / bargaining group) as well as externally (local, county, state agencies) etc.
- Excellent management and organizational skills required.
- Strong knowledge in Linear Asset Construction practices and techniques
- Ability to use and read GIS mapping software.
- Ability to prioritize and work on several projects simultaneously.
- Operate effectively within a team atmosphere.
- Capable of shifting priorities frequently and effectively operate under pressure.
- Familiar with Microsoft Office.
- Strong basic mathematics and computer skills.
- Has excellent typing skills.
Required Certification/Licenses/Training:
- Has or is in the process of obtaining their W-1 License.
- Driver's License.
Physical Requirements:
- The employee is frequently required to stand; walk; sit; the employee must be able lift and/or move up to 25 pounds.
