Job Description

  • The Sr. PM manages third party engineering and construction services to implement long term capital plans for the City of Richmond and our Veolia O&M Team.

  • This position will support Veolia Water’s operating project sites by developing, implementing and managing capital projects in the region. Capital projects are currently at the Richmond Wastewater Treatment Plant or within the City of Richmond’s collection system. Projects can include design/build of a new facility that VWNA will operate, or design/build of additions, improvements or upgrades to existing facilities that VWNA operates. The position often requires the performance of preliminary engineering and cost estimating. It includes the management of outside engineering consultants for final detailed engineering, procurement of equipment, and the management of construction contractors for the construction phase. At times the Sr. PM is also required to perform the duties of Construction Manager.

Primary Functions:
  • Act as the on-site manager in charge of capital projects and subcontractor management which includes daily planning, client relations, contract management, assisting in design review, budget control, project scheduling, commissioning and closeout. 

  • Define clear roles, responsibilities and deliverable requirements in terms of both scope and schedule to all the team members. 

  • Additionally, ensure all changes to specifications, work scope and drawings are documented. 

  • As the onsite Veolia representative, the Sr. PM will provide a weekly status report of all construction activities and communicate openly any emergent issues that need to be addressed immediately. Responsible for P & L of CPM projects executed in the region. 

  • Responsible for ensuring all onsite personnel are performing work in accordance with all safety and environmental procedures per company policy. Project management includes equipment tracking and interfacing with operations personnel. While Veolia as the General Contractor does not self-perform specific construction scopes, the ability to direct, motivate and monitor subcontractors is critical. 

  • Experience in managing water or wastewater capital projects and/or collections systems is preferred. 

  • Client interface is required on a daily basis.

Job Requirements

  • Four year engineering or construction management degree. Registration as a Professional Engineer preferred, but not required.
  • Minimum ten years progressive combined experience in design, construction, project management of water/wastewater treatment plants and ability to troubleshoot and solve water / wastewater treatment process/ operations problems.
  • Basic, preliminary engineering experience to develop project cost estimates. 
  • Cost estimating of design/build projects. 
  • Project Management of design/build projects in support of VWNA operating sites. Construction Management. 
  • Demonstrated successful ability to compile, negotiate, and manage at-risk construction contracts. 
  • Experience in working with integrated teams comprised of design professionals, contractors, consultants in delivery of DBO projects. 
  • In-depth experience in project scheduling, cost analysis, contract terms development, technical scope development, contracting, cash flow analysis and other construction project related functions. 
  • Consistently demonstrates leadership ability and regularly serves as a technical or functional leader.
  • Demonstrated ability to prepare accurate, timely, effective, complete and easily understood written communications, reports and presentations for management, clients and the general public. 
  • Demonstrated verbal, presentation and interpersonal skills in order to effectively communicate with peers, management, clients and the general public. 
  • Work environments include office locations, operating project sites, and construction sites. Depending on the project needs, travel is often required on an intermittent basis and may sometimes require an extended basis.
