Position Purpose: 

As a Project Engineer/Manager with Veolia, you will play a key role in the planning and execution of projects for Veolia’s Water Utilities, including sources of supply, treatment plants, pumping stations, water storage tanks, and dams. Reporting to the Manager of Engineering, the Senior Project Engineer/Manager will oversee projects from inception to completion, including identification, design, construction, and acceptance.  You will work with a variety of departments in Veolia’s municipal water sector, as well as outside consultants and contractors. You will primarily manage capital projects and support operations for the Hackensack, Franklin Lakes, and Allendale systems located in Bergen and Hudson Counties.  Some support will also be needed with projects in the Highlands Operation (Morris, Passaic, and Sussex Counties). This position will potentially work on both water and wastewater systems and infrastructure; however, the majority of responsibilities are in water, including management of Veolia’s dams.

Primary Duties/responsibilities:

The Project Engineer/Manager will independently manage approximately $5M of water and wastewater system capital projects per year.  You will also assist the Manager of Engineering and Director of Engineering in managing the $100M+ annually of capital projects. Responsibilities include:

  • Working directly with the Operations group to understand and support their needs in meeting operational, compliance, and health & safety goals
  • Managing consultant teams during the project studies, design, permitting and construction phases
  • Participating in the development of projects needs and scope of work
  • Preparing preliminary, engineering, and detailed cost estimates
  • Developing project budgets and enter into Veolia’s Oracle database applications 
  • Forecast, track and report on project status and expenditures to ensure they are aligned with budget and established priorities
  • Coordinating with Operations during construction to ensure construction activities are not adversely impacting Operations 
  • Preparing bid documents, including scope of work development, and coordinate procurement with supply chain management department
  • Manage contractors in the project execution phase.  Respond to RFIs, process change requests, and review and approve invoices in the Veolia AP system 
  • Work with Operations and Water Quality teams to ensure needs and expectations are met, and provide support in project execution
  • Coordinate annual dam inspections including emergency action plan updates.  Manage structural and safety issues associated with the dams.
  • Provide scheduled and emergency on-call operations and engineering support as required 
  • Participate in master planning and capital improvement plans of existing systems
  • Support due diligence efforts and capital improvement plans for potential new acquisitions
  • Communicate regularly in written form (email, memoranda, reports, status updates, etc.) and verbally (group and virtual meetings, internal presentations, external presentations with external officials including testimony at public meetings)
  • Provide support to the Director of Engineering, Manager of Engineering, and the Rates Department as needed during the preparation of rate case filling
  • Assist the Director of Engineering & Manager of Engineering in developing analyses and reports to be provided to regulators, internal or external customers as required
  • Technical support to other departments, business units, and operating units
  • Other routine tasks and functions that may not be specifically listed above

Work Environment:

The work environment is typically in an office environment but requires periodic trips to the field to inspect facilities, where the employee will also be occasionally exposed to outside weather conditions and an industrial plant environment which may involve moderate exposure to unusual elements, such as extreme temperatures, dirt, dust smoke, unpleasant odors, and/or loud noises. Work environment also involves some exposure to hazards or physical risks, which require following industry safety procedures. The duties of this position will require periodic traveling to dozens of sites in Bergen, Hudson, Passaic, and Sussex Counties, in New Jersey.

Qualifications

Education/Experience/Background:

  • Experience in managing water and / or wastewater infrastructure projects, with good foundational experience and expertise in utility projects engineering and project management is required
  • Bachelor’s degree in Civil/Environmental Engineering, or comparable engineering discipline, is required.
  • Six (6) years + of engineering experience in related field is required,

Knowledge/Skills/Abilities:

  • Proficiency in Microsoft Office and / or Google Workspace (Sheets, Docs, etc.) applications is required. Experience in AutoCAD, ESRI/GIS, PowerPlan, INFOR or other database applications is preferred.
  • Effective Communication Skills are required.

Required Certification/Licenses/Training:

  • Professional Engineer (P.E.) License in State of NJ is preferred and a requirement for the Project Manager position. 
  • Project Management Professional (PMP) Certification is desirable.
  • Water / Wastewater Operator Licenses desirable.
