SUMMARY
Reporting to the Procurement Manager, the Technical Buyer will be responsible for ensuring the active participation of the Procurement Department in the tender and execution process. He/she will participate in the management and maintenance of Veolia's relationship with its different suppliers. The Technical Buyer will be actively involved in new sourcing activities requiring the search for and qualification of new suppliers.  His/Her areas of activity include negotiating to obtain the best available market prices, conditions and quality for the supply of the required equipment and services.  
TASK AND RESPONSABILITIES
  • Develop business and operational partnerships with Veolia's internal teams (Technical Services, Production, Execution Team, Logistics);
  • Demonstrate a proactive involvement in Veolia's tender bidding process by working with the estimating team in order to obtain the best offers from suppliers and thus enable Veolia to present competitive bids to their customers;
  • Collaborate with the other members of the procurement team to identify opportunities for bundled purchasing and generate economies of scale; 
  • Collaborate with the other members of the procurement team to resolve various Procurement issues and identify opportunities for process optimization when possible ;
  • Support the development of procurement strategies and ensure compliance with Veolia's Global procurement policies;
  • Complete the comparative analysis of bids, negotiate with shortlisted suppliers and present final recommendations to the involved parties.
  • Search for alternative suppliers;
  • Develop a deep understanding of Veolia's framework agreements and local agreements to make better use of them in the bidding and execution phase;
  • Participate in the compilation and monitoring of the group's objectives;
  • Manage the relationship between Veolia and its suppliers;
  • Manage complaints to suppliers, deficiencies and non-compliance reports;
  • Ensure the application of quality standards and procedures (ISO);
  • Identify and rectify problems raised by submission and execution;
  • Formulate recommendations to improve quality assurance procedures;

Job Requirements

REQUIRED SKILLS

REQUIRED EXPERIENCES
  • Technical or Bachelor's degree in mechanical engineering, civil engineering or equivalent;
  • Technical knowledge of water treatment equipment is an asset.
  • From 1 to 3 years of experience in project management, production, site management, with emphasis on negotiation/purchasing of equipment and services;
  • Computer Skills:
    • Google Suite, Smartsheet, MS Project, MS Office, the experience of working with an ERP system is an asset, good understanding of data analysis and synthesis.


LANGUAGE REQUIREMENTS
  • Bilingual (French and English 100%)
