Job Description

Job Summary:
This position encompasses both independent work as well as team based task performance.  Responsible to plant management staff.  Performs and/or coordinates all day-to-day wastewater laboratory activities.  Collects, as necessary, permit compliance and plant performance samples.  Plans and performs authorized laboratory analyses.  Prepares samples, chain of custody forms, etc. for samples to be analyzed by certified third party laboratories. Provides direction and oversight to outside laboratories.  Receives, reviews, and enters laboratory analysis results.  Ensures overall wastewater laboratory QA/QC.  Provides oversight, direction, and training as necessary to plant staff in performance of laboratory assistance activities.  Maintains laboratory ELAP/NELAC/TNI compliance.  Manages computerized laboratory data entry and report issuance.  Develops and submits (as authorized) regulatory agency reports.

Main Activities Carried Out:

  • Plans daily schedules and monitors workload, volume and status of work progress and ensures that lab resources are being utilized to achieve business objectives.  Coordinates the preparation, sampling analysis and reporting for daily, weekly, monthly, quarterly semi-annual and annual process, compliance, Proficiency Testing Samples, and other regulatory, city, and company requirements. Collects, prepares, analyzes and reports on results of third party lab samples and testing parameters as well.
  • Works with EHS&S and management team to ensure that all personnel receive safety, quality, and process training and testing per Veolia QA/QC manual.
  • Coaches and counsels team to improve operations and maintenance teams’ support of laboratory functions. Uses technical and interpersonal skill sets to effectively solve problems as they arise or in anticipation of potential concerns. Works to identify and provide solutions for teams to further project optimization efforts.
  • Administers the Laboratory Quality Assurance/Quality Control Program.  Ensures that consistent quality control and lab procedures are followed. 
  • Oversees the quality control program from collection through analysis and validates chain of custody and sample handling procedures.  Capable of performing a contract laboratory audit.
  • Ensures that uniform monitoring and recordkeeping (chain of custody, analytical SOP’s, sample preservation and data validation) are performed. 
  • Measures and verifies laboratory performance and ensures integrity of the data presented to management, client and regulators. 
  • Reports non-conformance events to Project Manager, Operations Manager and other company management as needed.  Initiates corrective action immediately to avoid adverse effect on quality, compliance, health and safety.
  • Supports plant operations by developing methods of analysis of various samples whose content may be unknown and by evaluating alternate treatment techniques, chemical addition and process changes. 
  • Reviews data prior to reporting to a regulatory agency.  Updates quality control charts and graphs on a regular basis.  Prepares reports, publications and presentations concerned with chemical and bacteriological analyses of water/wastewater for internal purposes, client and regulatory agencies.
  • Establishes maintenance and calibration schedules and ensures that lab equipment, instrumentation and other accessories are properly maintained and in top working condition and proper records are kept.  Assists in diagnosing and evaluating complex issues and coordinates outside maintenance when necessary.


Job Requirements

Knowledge, Experience and Skills Required:

  • Three to five years’ experience in laboratory analysis work in a water or wastewater treatment environment.
  • Bachelor’s degree in chemistry, microbiology, or equivalent.
  • Must be able to assist in obtaining California ELAP/NELAC/TNI wastewater laboratory certification as required for this position.
  • Must possess a minimum California Water Environment Association Grade 1 certification with ability to obtain higher levels of certification within one year.
  • Must demonstrate comprehensive technical and practical knowledge of procedures for tests and analyses associated with water/wastewater treatment.
  • Must demonstrate working knowledge of laboratory equipment usage and maintenance.
  • Must have an understanding of water /wastewater treatment processes, water quality assurance, maintenance strategies and laboratory procedures.
  • Must demonstrate effective skills in troubleshooting, problem solving, and team building.
  • Wastewater or water treatment certification a plus.
  • Ingenuity and initiative are required to coordinate problem resolution and to execute the schedule requirements within a team environment.
  • Must have general knowledge of purchasing, budget preparation and understanding of cost control.
  • Demonstrated good verbal communications and interpersonal skills in order to interface with and motivate all levels of personnel.
  • Demonstrated ability to prepare accurate, timely, effective, complete and easily understood written communications and reports for customers, management, and regulatory agencies.
  • Proficiency in the care and use of all site specific, facility required PPE (Personal Protection Equipment).  Demonstrated commitment to site and individual work task safety.
  • PC skills and knowledge of word processing, spreadsheet and presentation software for preparing work related reports, charts, graphs and data submittal requirements.  Demonstrated proficiency using computerized laboratory equipment.
  • Prior experience with Hach WIMS data management software or equivalent a plus.
  • Willingness to represent Veolia in local, regional, and State laboratory oversight agencies.
  • Demonstrated commitment to compliance with applicable laws and regulations, the Company’s Code of Business Conduct, confidentiality and other Company policies and procedures.
  • Valid Driver’s license and safe driving record if required to use company vehicles.
