Job Description

Summary: Operates and maintains water treatment, process control, testing equipment and sludge processing equipment in a water treatment facility to purify water to meet regulatory and contractual operational requirements on a shift. This may be an entry level positon for a non-licensed person.

  • Tends automatic and semi-automatic machines and related equipment including pumps, engines, generators, valves, gates, mixers, conveyors, blowers, chemical feed equipment, sludge processing equipment used to treat water to drinking water standards.
  • Monitors flow meters, gauges, flow ratios, pressures and related controls through instrument panels, computer terminals and programmable logic control units in assigned area.
  • Monitors and records operating conditions observations and data in a shift log.
  • Ensures conformance to process specifications. Diagnoses basic operational problems and takes corrective action per procedure. Verifies and reports suspected malfunctions and variances to Water Plant Operator III or acting Water Plant Operator III and takes corrective actions as directed.
  • Performs routine and preventative maintenance and maintenance related items as assigned.
  • Performs field tests (chemical, physical and biological) in order to pace chemical dosages for process control units or alter unit processes.
  • Samples sludge and solid streams for determination of solids balancing.
  • Monitors process chemical supplies daily and places or adjusts chemical orders to insure continued plant operations as directed. Performs routine lab tests.
  • Performs routine instrument calibration checks for process control and laboratory instruments.
  • Performs manual labor including emptying of lime grit hoppers cleaning lime slakers, cleaning Actiflo lamella tubes and cleaning process equipment, facilities and grounds as required.
  • Performs minor maintenance including, but not limited to, routine preventive maintenance, lubrication and minor adjustments as required.
  • Operates vehicles for plant operational purposes.
  • Practices good housekeeping in assigned area and properly disposes of waste according to safety and environmental policies.


Job Requirements

  • Must have a high school diploma or equivalent and demonstrate the ability to read, write and comprehend English (operational, process, safety and quality instructions). Must have good math skills with the ability to perform water related mathematical calculations.
  • Holds a FDEP Class “C” water treatment license or must obtain a FDEP Class C license within fourteen month of promotion or employment, (also applies to out of state operators demonstrating equivalent level out of state water certifications). Completion of an approved Florida Class C operators course and/or successful passing of the Florida Class C water operators exam a plus.
  • A minimum of one year experience in the operation of a water treatment plant with knowledge of the methods, techniques, and practices of water treatment or equivalent training and experience desired. This can be an water plant operator entry level position as well.
  • Must consistently demonstrate the ability to learn and operate plant process equipment to meet or exceed process and quality targets.
  • Must demonstrate ability to learn and operate process equipment such as pumps, engines, generators, valves, gates, mixers, conveyors, blowers, chemical feed, disinfection equipment, sludge processing belt presses and measuring/control devices, testing equipment and material handling equipment.
  • Must demonstrate the ability to perform laboratory analytical testing procedures, interpret results, and recommend or make process chemical dosing changes as needed.
  • Must be able to follow laboratory QA/QC procedures, complete chain of custody forms, and enter laboratory data into a computer data base.
  • Must be able to demonstrate the ability to use HMI software from a SCADA system terminal to perform process control functions.
  • Must demonstrate a working ability to use computer programs for data entry for MORs and other regulatory compliance data.
  • Must demonstrate ability to work in a team environment and willingness to assume additional or new responsibilities readily.
  • Must be able to serve rotational shifts.
  • Must demonstrate ability to lead a shift in the absence of a Plant Lead Operator III in an emergency or for vacation relief or on a temporary basis in case of a vacancy.
  • Must be available for 24 hour emergency on-call if required by site.
  • Must possess a valid driver’s license and a safe driving record.
