POSITION PURPOSE:

The Veolia Morses Mill Plant located inside Phillips 66 refinery in Linden New Jersey, is looking for an Operations Area Manager to provide leadership and guidance to the operations team. The ideal candidate will have a solid understanding of the technical aspects of plant operations, processes, and environmental, health and safety regulations. The candidate must be able to effectively manage plant operations and administrative tasks such as planning, budgeting, and reporting. The Operations Manager reports to the Plant Manager and leads an organization consisting of 16 shift operators and 5
day based operators.

Morses Mill Plant in Linden NJ, is a key facility within the Veolia North America - Regeneration and Recovery Solutions Organization servicing the refining, chemical, health care, and pharmaceutical industries. Morses Mill site consumes H2S, directly from the refinery, processes used sulfuric acid to create fresh sulfuric acid in solution of varying strengths (non-fuming). Sulfuric acid is a critical component in chemical synthesis and material processing for a wide array of end use applications.

PRIMARY DUTIES / RESPONSIBILITIES:

  • Responsible for providing safety, health and environmental leadership to the operations organization - driving the safety culture, identifying and leading incident investigations, updating operating and safe work practices, auditing, understanding plant permit limits and reporting requirements.
  • Provide leadership and operational guidance for the cost effective operation of the facility
  • Provide guidance to the operations team to meet day-to-day operating goals
  • Possess knowledge of plant technical process, equipment, machines, and worker capabilities to meet identified schedules and timelines
  • Assist with process and mechanical issues via field troubleshooting and trending of historical process data
  • Provide the first line of support to operations 24/7, 365 days a year
  • Train, foster and promote operations best practices and continuous improvement efforts to achieve increased efficiency, consistency, and quality.
  • Work with Plant Process engineers to support technical programs, capital improvements, uptime tracking, metric tracking and development to measure performance.
  • Perform First Line supervisor duties for 15 operators, such as time card approval, setting expectations, personnel management, scheduling oversight, people development etc…
  • Manage operations personnel staff in the areas of training, driving high performance work teams, succession planning, setting expectations and holding personnel accountable
  • Lead the hiring, training, and qualification process for new operations personnel
  • Primary resource for plant core teams, aligning core team COT’s that support plant business objectives.
  • Champion Process Safety Management program (PSM) and lead specific elements of the site PSM program
  • Establishing, sustaining, and improving standard operating systems, driving/coordinating continuous process improvements and quality improvements
  • Lead minor plant improvements via the Management of Change process
  • Develop and manage operations activities during plant turnarounds, including operations staffing, operator tasks, plant purging, preparation, and isolation
  • Responsible and accountable for Operations spending and cost management including operating labor, overtime, operating materials, and contract support to operations (rail).
  • Establish strong communications with Maintenance that ensures clear goals, job plans, and coordination.
  • Learn key aspects of Maintenance Manager role, serve as back-up to Maintenance Manager as needed for vacation and/or disability coverage
  • Interface with supply chain to manage plant rate, raw materials and finished product inventories and shipping
  • Member of the Morses Mill Site Staff Leadership Team responsible for setting the strategic direction and identifying and implementing key improvements in support of business objectives

Qualifications

Education / Experience / Background:

  • BS in Engineering (Chemical or mechanical) with 5+ years on-the-job operations experience. In lieu of degree, 10+ years of relative experience working in/on Chemical/Mechanical Systems and possessing experience in operations leadership/supervision.
  • Manufacturing experience (chemical industry preferred) which includes exposure to Safety, Health, Environment, Quality, Maintenance and Continuous Improvement systems and tools.
  • Experience working in a High Hazard Process, Process Safety Management facility
  • Strong leadership skills and ability to work with others involved in a variety of functions including operators, mechanics, other engineers of various disciplines, management, and other leaders to impact in a positive way the plant performance parameters
  • Exceptional interpersonal and communication skills, both written and verbal
  • Demonstrated strong teamwork and collaboration skills
  • Demonstrated ability to create a respectful work environment where everyone can contribute to their full potential
  • Strong technical operations background with effective Planning and Coordination skills
  • Strong commitment to standards-based decision making, work execution consistent with established procedures where existing, and creation of temporary procedures where appropriate.

Knowledge / Skills / Abilities:

  • Willing and able to be available and on call 24/7 as needed due to business conditions.
  • Willing and able to be available for extended shifts during planned Shutdown/TAR’s.
  • Demonstrated collaborative problem solving, excellent planning and organizational skills.
  • Proactive problem solving and utilization of data in a timely manner.
  • Strong interpersonal and communication skills - focused on teamwork, promoting employee involvement, motivation and skills building.
  • Proficient computer skills, Microsoft/Google office suite.
  • Experience in Root Cause Failure Analysis and Incident investigations
  • Able to travel 0-10% per year.
  • Belief/acceptance of and commitment that all occupational injuries and illness are preventable.
  • Preferred
  1. Experience with DCS/Data Historians.
  2. Experience working with Highly Hazardous Chemicals/High Hazard Process.
  3. BS/AS in Engineering or other related discipline.
  4. Experience with SAP/R3.
  5. Strong analytical skills.
  6. Experience with TCPA requirements.

Required Certification / Licenses / Training:

  • Must possess a current and valid Driver’s license.
  • Must be able to attain a TWIC card.

PHYSICAL REQUIREMENTS / WORK ENVIRONMENT:

  • Willing and able to work in a High Hazard environment; outdoors, indoors, elevated heights and confined spaces.
  • Willing and able to wear the required PPE (personal protective equipment) such as steel toes, hard hat, protective eyewear, face mask, etc. adhere with refinery’s safety rules including clean shave face.
  • Willing and able to climb stairs, ladders; standing for long periods of time, walk, stoop, bend, kneel, crawl; visual acuity for close work; able to reach overhead; able to hear and respond to alarms.
  • Ability to lift 30 lbs.
  • Primary function is to support Morses Mill Plant (Inside Phillips 66 Refinery Linden NJ) – travel can range from 0-10% based on training and support to other RGS plants.
