POSITION PURPOSE
The Environmental, Health & Safety (EH&S) Manager oversees the environmental, safety and security at all of the New Jersey Branch facilities and ensures that the facilities are in compliance with all Federal, State, Local and United Water safety and environmental regulations. Establishing business metrics, training requirements, workers’ compensation management, injury, and environmental incident prevention. The position is responsible for developing and directing the EH&S Program with a staff of approximately 200 employees. The position is responsible for developing and achieving EH&S Metrics established for the New Jersey Branch.
PRIMARY DUTIES / RESPONSIBILITIES
- Enforces and helps develop company safety and security policies and procedures.
- Conducts safety audits.
- Gathers required materials to produce the company Health and Safety Manual and Emergency Response Plans.
- Designs and conducts ERP exercises.
- Ensures the New Jersey facilities are in compliance with Federal, State OSHA and EPA regulations.
- Conducts Job Hazard Analysis and Risk Assessments. Plan for New Jersey branch
- Ensures each New Jersey branch HSM and ERP are updated when required.
- Monitors, tracks and conducts New Jersey safety training.
- Investigates and all New Jersey facilities accidents and incidents.
- Works with worker’s compensation experts to reduce New Jersey worker’s comp costs.
- Develops New Jersey safety budget.
- Serves as a subject matter expert (SME) in the EH&S discipline (i.e. EPA regulations, OSHA regulations, LOTO, JSA, Confined Space, ERP, company HSM, safety training, PSM/RMP);
- Prepares monthly safety reports.
- Prepares and submits Regulatory Reports as required.
- Reviews permits and makes comments accordingly.
- Monitors environmental and safety requirements, industry consensus safety standards, and industry safety statistics.
- Performs other duties as assigned.
Physical Demands: While performing the duties of this job, the employee is regularly required to talk or listen. The employee is frequently required to stand, walk; climb stairs; sit; use hands to finger, handle, or feel; reach with hands and arms; climb o balance; stoop, kneel, crouch, or crawl and taste or smell. The employee may occasionally lift and/or move up to 2 pounds. Specific vision abilities required by this job include the ability to distinguish color, close vision and distance vision. Position may require long periods of time sitting in front of and working on a computer.
Work Environment: While performing the duties of this job, the employee is occasionally exposed to outside weather conditions.
Qualifications
Education / Experience / Background
- Bachelor's degree in Environment Health & Safety or equivalent.
- Certification in Industrial Hygiene or Certified Safety Professional (CSP), or ability to achieve either of these certifications.
Work Experience Needed:
- 7-10 years of related (utility) work experience.
- 3-5 years of management experience.
- Minimum of 5 years of Environment, or Health & Safety experience.
Knowledge / Skills / Abilities
- Strong organizational, oral, written, and interpersonal skills with the ability to interact effectively with all levels of employees, regulatory agencies, public officials, customers, and the general public.
- Good computer skills with the ability to use spreadsheets and other job-related software applications.
- Maintain specialized knowledge of safety regulations both in private and utility operations/regulations.
- Good working knowledge of Federal and State OSHA and EPA regulations
- Maintain specialized knowledge of security regulations both in private and utility operations.
- Willingness and ability to travel.
