Summary: Veolia operates the City of Rialto's 11.7MGD Wastewater treatment plant, Water Distribution and Customer Service under a unique concession agreement with Rialto Water Services.
Position Summary: Under the direction of the General Manager, the Assistant General Manager (AGM) is responsible for directly managing, monitoring progress and accomplishment of and reporting on delivery of all contract deliverables as stated in the O&M subcontract.
Primary Responsibilities:
● Contract Management
  • Understand and be well versed in the requirements of the O&M subcontract including all major activities within all departments (including water, wastewater, customer service and CIP)
  • Directly manages the Project Managers (PMs) in accomplishment of contract deliverables
  • Thoroughly understand the Collective Bargaining Agreement (CBA) and role of supervision of a union workforce.

● Communications
  • Directly responsible for timely delivery of all reporting requirements under the O&M subcontract
  • Support GM on review and response to outside party comments and questions
  • Be prepared to coordinate internal and external requests, emergency notifications and crisis management in the GMs absence
  • Actively participate in public forums to support Veolia Water goals and enhance community education

● Client Relations
  • Be ready to represent Veolia in the GMs absence at all City meetings. AGM is primarily responsible for only contract operational related meetings and limited participation in non-contract related development

● Safety and Operations
  • Oversee and ensure company processes and procedures are in place and followed by all departments
  • Review plans for complex and infrequent procedures. Participate in briefings and walkthroughs prior to complex operations
  • Promote and model Veolia’s Safety Culture
  • Develop and monitor Operational Priorities for each project to strive for continuous improvement

● Financial
  • Possess strong understanding of day to day financials for the project
  • Lead monthly and annual financial reviews, variance analysis, and development of budgets and forecasts
  • Assist GM in development of an annual operational plan

● Personnel Management
  • Anticipate and monitor staffing needs, planning and business case development for non-budgeted

Job Requirements

  • Bachelor’s degree in Business, Finance, Engineering, or related field or equivalent experience.
  • Seven to ten years of progressive supervisory and management experience in a related business or technical field.
  • California Wastewater Operator Grade V preferred
  • Demonstrated leadership ability with an understanding of Human Resources / Relations principles in a union environment.
  • Knowledge of Safety, Environmental and Facilities/ Capital Equipment Management.
  • Developed strategic and business planning and financial management skills including budget, forecasting and cost control.
  • Successful record with contract negotiations, multi-site interfaces, commercial management of contracts and sustained customer and regulatory satisfaction.
  • Demonstrated skills in problem solving and solutions, team building (motivating all levels of personnel), technical writing and total quality management.
  • Strong PC skills with proficiency in word processing, spreadsheet and database software and the ability to optimize the use of technology and systems to streamline processes and increase efficiency.
  • Must be effective in building partnerships and relationships with customers and be able to modify communication and presentation style in order to relate to a variety of people and personalities.
  • Must demonstrate excellent communication skills: written, verbal, listening and presentation and show the ability to recognize and handle sensitive communications internally and with all levels of customers and suppliers. Must have a proven track record of successfully delivering excellent customer satisfaction. Must be outgoing, self-directed, goal oriented and creative to be able to identify and maximize opportunities, lead improvements and implementation of corrective actions.
  • Demonstrates effective organizational and project management skills with attention to detail.
  • Must demonstrate a high degree of initiative, judgment and resourcefulness with the ability to find creative solutions and options to multi-faceted and/or time sensitive problems, to deal with numerous and changing priorities and to proactively address issues relating to personnel, capital, margin enhancement, facilities, processes and profitability of assigned area.
