Job Description

The ideal candidate for the SCADA System Analyst position at the IBWC project in San Diego, CA should posses a broad range of skills and significant work experience in the following areas:
  • SCADA system troubleshooting and maintenance.
  • Network IT Security.
  • PLC programming and troubleshooting.
  • A minimum of five (5) years of experience in the maintenance and management of SCADA systems and components to include repair, installation and modification of PLC, HMI, Telemetry, RCU and Communication hardware and software.
  • Demonstrated experience performing SCADA system administration duties including setting up new users, modifying user/group profiles, applying access controls in a role based environment and monitoring and tuning server and system resources.
  • Experience with data networks and communication protocols (Radio, Serial and Ethernet based)
  • Be conversant with reading and understanding PFD's and P&ID's.
  • Able to support client/server software packages, relational databases and backup and contingency operations for 24/7/365 uptime applications.
  • Demonstrated experience in monitoring, analyzing, and correcting IT Security incidents.

Position may include additional assigned work involving other facility instrumentation equipment.

Job Requirements

  • Four-year technical degree in electronic engineering, electronic engineering technology or computer process control technology from a recognized school of engineering and technology or technical institute. Course work should include process control engineering or the equivalent. 
  • Four years of experience in installation and start up of supervisory control and data acquisition systems in water or wastewater utility or an equivalent. 
  • Knowledge of Intellutions Software, the construction, operational characteristics and functions of plant and equipment; and the functions of testing and maintenance equipment used in the work. 
  • Ability to utilize office software including word processing, work management and spreadsheet products. 
  • Ability to do original research, make logical analysis, prepare reports covering estimated installation, operation and maintenance costs, and make recommendations in a clear and concise manner. 
  • Familiar with operations of sections and departments with which involved. 
  • Sound judgment required to properly weigh the relative importance of the various problems involved in the work. 
  • Knowledge of Honeywell and Bristol Babcock transmitter, Allen Bradley PLC, or other SCADA software, and RS logic software. 
  • Ability to furnish instructions and interpretations of Company policies, rules, and practices. 
  • Knowledge of the safety rules and practices of the Company; and ability to impart the knowledge effectively to employees of the Division. 
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondences, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, contractors and field personnel. 
  • Ability to comprehend and apply principles of advanced calculus, modern algebra, and advanced statistical theory. Ability to work with concepts such as limits, rings, quadratic and differential equations, and proofs of theorems. 
  • Must be able to pass a drug screen and criminal background check. 
  • Must be available for standby shifts and to assist resolve treatment plant problems during off shift hours.
