Job Description

This position reports directly to the Operations Manager. The employee working under this job title will supervise and coordinate a shift of operating personnel for the MATEP, LLC, satellite facilities, and utility distribution system. Prepares and reviews log sheets and other operating records and reports. Directs in-plant training and evaluation programs. Coordinates operation of utility services with hospital institution engineering personnel.

1. Supervises a shift of licensed operating, maintenance, and lab, and technical personnel engaged in operations and running maintenance of steam, chilled water, and electrical generating equipment.
2. Coordinates the operation of steam, electrical, and refrigeration equipment to meet the requirements of the distribution system. Establishes procedures and standardized methods of work.
3. Identifies and investigates problems with plant equipment, determines corrective measures, and directs activities necessary to implement adjustments.
4. Provides emergency response services for customers as required. Acts as incident commander, Emergency Operations Director, or fulfills other emergency response role, as required.
5. Works closely with other managers and supervisors to develop schedules and plans based on the plant’s operating requirements and equipment needs. Aids in the development of maintenance, outage, and preventive maintenance programs. Meets formally and informally with all departments to ensure plans are supported and all requirements such as operating conditions, labor, contract services, and environmental and safety programs are in place.
6. Provides the Engineering Department with information and historical data necessary to evaluate operations activities and prepare necessary reports. Provides information and arranges equipment clearances for personnel from other departments for the testing, repair, and maintenance of plant equipment. May prepare reports for clearance use and equipment availability.
7. Prepares and reviews logs, night orders, and other operating records pertaining to utilities production, fuel use and receipt, lube oil, gas and water use, and equipment performance and repair.
8. Orders Lube Oil, ecodex, fuel, gas, or other materials necessary to operate. Prepares monthly oil and gas reading reports for the supervisor, including but not limited to, water and sewer abatement.
9. Prepares daily time reports, material requisitions, work orders, safety work orders, and special reports regarding plant incidents and operating problems.
10. Supervisors holding a First Class Engineer’s License may be required to sign the Massachusetts Engineer’s log book, when covering in the absence of the Operations Manager.
11. Responsible for monitoring on-shift staffing levels, conducts periodic evaluations of labor requirements and productivity, and makes recommendations regarding staffing levels and performance management. Identifies areas for employee development and coordinates and participates in plant training programs. Acts as management representative for plant labor relations including step one resolution of grievances.
12. Participates in the auditing, preparation, editing, and maintenance of plant operating manuals and training materials.
13. Provides budget data and information for preparation of the Operations department.
14. Ensures employee compliance with company safety and environmental policies and procedures. Provides leadership for daily implementation of safety and environmental programs. Performs work with highest regard for employee safety and plant reliability.
15. Conducts incident/accident investigations and recommends corrective actions. Identifies opportunities to improve plant safety and to prevent accidents and permit violations. Provides technical assistance to EH&S on operations safety, planning, and environmental reports.
16. May act as project supervisor for contractors to maintain communications, ensure OSHA compliance (i.e. LOTO, confined space, hot work), and to ensure equipment availability. Works with Maintenance and Engineering to coordinate the work of contractors in construction, renovation, and modification projects.
17. Must observe and comply with all standard safety codes and practices, and perform work in accordance with recognized trade and company standards and, where applicable, local, state, and federal laws.
18. Must participate in mandatory training and other programs.
19. Performs other related duties as required.

Job Requirements

Must have valid Commonwealth of Massachusetts 2nd Class Engineer's License. Must be able to work internally in the physical plant and externally on the facility’s grounds or at satellite facilities. May be required to work overtime - relief, off-shift, and emergency coverage (nights, weekends, etc.) and/or other, as needed.

Performance of the essential job functions requires the employee with this job title to have the capacity to work internally in the physical plant and externally on the facility’s grounds or at satellite facilities. Exposure to the extremes of heat, cold, and variable atmospheric conditions is dependent on seasonal changes and work requirements. When working in the physical plant the employee will be required to wear personal protective equipment because of his/her work around potential hazards such as loud noise, airborne particles, vibration, and hazardous materials. This protective equipment includes, but is not limited to, safety eyewear, footwear, hard hat, hearing protection, and possible gloves. Under certain conditions, while working in the plant, may be required to wear a respirator – respirators are required in specified areas, therefore the employee will be issued with and trained in the proper use of this equipment. At no time is facial hair permitted. The duties of this position will be performed at times in confined spaces and narrow passageways or in high areas using scaffolding and ladders. The employee will be trained in and required to use fall protection devices such as harnesses.

Proficiency with database, spreadsheet, email, and word processing software required; Microsoft Office and Windows latest software experience preferred. Experience with Internet search engine is a plus. Experience with MAXIMO maintenance system is helpful. Proficient in Lock-out/Tag-out Electronic Tag System (LOTO ETS) Program. Proficient with TrendCheck Utilization System.
