Responsibilities:

Directs the strategic and tactical planning, development, operations, upgrading and maintenance of the DUWA Project, Control Systems [Instrumentation and Control (I&C) / SCADA] and Information Technology (IT) Systems.

Identifies and pursues Control and IT Systems Account Management opportunities.



Responsible for the operations, upgrading, and maintenance of the DUWA Project’s state-of-the-art, integrated and distributed Control and IT Systems.

Provides advanced technology-based solutions to solve complex wastewater collection, conveyance, and treatment operational, maintenance, and business problems by working collaboratively with the client, their agents, O&M staff, corporate IT staff, and technology vendors.

Responsibilities include developing technical approaches, performing technical evaluations, and coordinating and leading teams and projects.

Identifies short and long term technology needs and develops overall strategies and long range plans for Control and IT Systems development, acquisition and integration.

Provides Control and IT Systems technical support to other senior managers, managers, supervisors, clients, and client’s agents.

Keeps abreast of changes and the state of the art relative to Control and IT Systems.

Develops annual Technology Department budgets as well as budget projections and recommendations for large scale Control and IT Systems project implementations and performs detailed analysis of same.

Identifies and pursues Control and IT Systems Account Management opportunities by developing relationships with the client and partners, writing proposals, and executing contracts.

Job Requirements

Bachelor's degree from a recognized four-year college or university in the technology area. Preference for an advanced degree.


Requires superior interpersonal and communication skills and the ability to develop and maintain excellent working relationships with client, their agents, the public, employees, etc.

Superior management and organizational skills are required, including the abilities to prioritize and work simultaneously on several projects, shift priorities frequently, and effectively perform under pressure.

Ability to operate within a team atmosphere both internally and externally.

Extensive knowledge and applications experience of state-of-the-art digital control and information technology systems and their associated development, operations, troubleshooting, upgrading, and maintenance including instrumentation, all forms of firmware and software including specific applications software and programming, all forms of hardware including programmable logic controllers, SCADA, network switches and security appliances, servers, client workstations, network storage, radio communications devices, etc., telemetry, communications, and security.

Extensive knowledge and applications experience of project development and project management concepts.

Knowledge of large control and information systems networks.

Ability to evaluate network systems, hardware and software to ensure integration and connectivity.

Ability to lead, supervise, and administer a large organization control and information system.

Ability to read, analyze, and interpret complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or clients
Demonstrates ability to develop unique solutions for complex technical problems that may include the design of new systems or development of solutions having few or no precedents.


Minimum of ten years technical and managerial experience and/or training; or equivalent combination of education and experience.
